I’m planning to purchase crate of surplus 7.62x39 and want to make 5-10 dummy rounds for practicing with stripper clips.
Is it possible to remove bullet and set off primer safely at home without any reloading equipment? Is it safe to discharge primed cartridge with no bullet and no powder indoor? Thanks.
 
Go for it, though you'll prolly need an inertia puller to get the bullet out, and an arbour press to re-insert the bullets.
May want to pop primers off in a garage, though.
Hardly any noise, but gawd knows what chemicals the primer'd eject. - One or two, no prob., but 10 - best use a fan just in case.
 
Yep, it's both possible and safe. You'll need a bullet puller and a way of getting the bullet back in securely.
The inertia puller Steyr1 speaks of is like a hammer that needs something hard to whack it on. A rock or concrete works well. Not wood or carpeted concrete though. They don't cost a lot either. You'll find one in most gun shops. Cabela's wants $24.99 for the Lyman model. Be around the same elsewhere. They run about $20US, Stateside. No fuss bringing one back if you go that way.
Popping primers inside is kind of loud but there's no danger except maybe a nosy neighbour thinking it's a shot. It'll scare the cat or dog stupid and hurt their ears too.
You won't have a way of resizing the case neck and re-seating the bullet though. Means the bullet won't stay in place. Snap caps may be your best option until you start reloading.

Couldn't a spot of epoxy glue the bullet in place, even if you can't resize the neck?

I did it with a .22lr since I didn't have anything to crimp the brass onto the bullet. That round (Federal Champion bulk) was so loose that the bullet fell out pretty much on it's own - no bullet puller necessary. Sadly, I cycled that homemade snap cap in the winter and it disappeared somewhere in my living room. Still haven't found it. Probably wouldn't be an issue with 7.62x39.
