Hey I agreed with you at first as I have a copy of C-68 and read the regs but I thought I would ask anyway. Apparently there is a clause in there somewhere that excempts 22 rimfire as long as the OAL stays above the minimum. My gunsmith (who is one of the best in Canada, making $4000.00 race guns) and also has a very big reputation to uphold also contacted them and they gave him the same info. Here is their responce and my question.

The rifle is a Ruger Model 10/22 calibre 22 long rifle. It currently has a
18 inch barrel which I would like to reduce to 15 1/2". It has an after
market stock which together with the shortened barrel would make the total length
approx 35 inches. The barrel length listed on the registration certificate
states "less than 470mm".

If the RO or LEO wants to enforce the law then they should damn well KNOW the law they are trying to enforce. If they don't and still try to enforce it then they are ignorant a**holes in my book and deserve to be treated and thought of as such.

Well you might feel better calling him/her an a**hole but..........this will likely not work out in your favour.

If you are in the right, you will eventually win. But even if you are correct, it is likely that your gun could be seized and if you have ever had something seized so the "experts" can evaluate it's status, you will know what a PITA you have to deal with.

I have been there. It took one year and multiple letters. If I went the legal route and hired a lawyer, it would have cost me a few thousand dollars. Don't think the authorities will pay your legal bills if you are correct and they are wrong. You will be out $ for sure.

I have also been in court a few times as well, (not criminal) and I can say after all the dust settles and you have been proven to be correct you are lucky to get 50% of you legal fees from the other party. If that party is the crown, I'd think you would be SOL.

Much easier to "comply" with the regs to the best of your ability.

Of course this is just my opinion, and like a**holes, everyone has one. :)

They have misunderstood your question or have just plain answered you incorrectly. The law is clear, you may not cut barrels below 18". For your sake I would ask them again and specifically mention that the barrel will be cut.

It is prohibited.
