You know, I was thinking the exact same thing a few days ago. It was early in the morning when I was looking at my rifle and wondering how the hell I was supposed to get it zeroed if the rings couldn't be adjusted. Then after a few minutes I remembered what those knob things on the scope do.
Never heard of adjustable rings, but I have seen a few that have cut outs to allow for use of BUIS. Cannot for the life of me remember the brand. I can certainly see a use for extreme long range or precision shooting or special cases, as even a few millimeters adjustment to the rings would result in substantial changes on target downrange and thus allowing a shooter to compensate for huge amounts of bullet drop.

I'm trying to add a "scout-scope" (i.e. LER/IER) to a rifle rail that is just a tad too "not parallel" to the barrel.......
Well, I have a set of see-through windage adjustable see-through rings, but they were made by the German company of Oigee sometime before 1930 and are for a 22mm scope.
AFAIR, Apel make such rings/mounts these days, but judging by the price of the Apel mounts on my Krico, they are going to cost you north of $400...

Those Angle-Loc's are the ticket. You might have to learn to live without see through Cyclone.
There is also Burris Signature Zee rings that can allow for non parallel base/barrel. Also no see under though.
One thing to remember for sure- With the windage adjustable Millets or any out of the ordinary rings situation, you must must have the rings lapped.

This would work...good idea. As long as you don't weaken the rings.
