I thought it might be a dog tag but there is no name, Please enlighten me.

No idea what it means exactly, but I do know of a small piece of land in Sandilands Prov Forest that was clear cut, and there are probably hundreds of similar tags hanging on wire stakes where they replanted.
 
CCF was Canadian Car and Foundry. Built Hurricanes and other aircraft during WW2. Dunno if that's what the CCF on the tag means... but?
 
As mentioned above, aircraft parts tag I bet.

In no particular order;

Model or Type, Series, Manufacturers’s part number, serial number, order number and stock number.

May also be marked by the parts person, fitter or rigger who checked or installed the part.
 
Certification / inspectors tag of some sort. I suspect whatever it was attached to needed routine inspection, ie: fire extinguisher.

Just for fun, 44T 15b is a 1932 materials standard for seamless brass tubing, 100-450lbs working pressure. Apply the appropriate BS or WAG factor and the numbers fore and aft are tubing diameter and fitting numbers. VOILA, it’s a tag for a hydraulic line!

Or a fire extinguisher tag, that works too ;)
