The Crusty Clark government gave away mass amounts of tags to the guide outfitters. Other than the grizz hunt, not sure what else the current government messed with. More and more you need native permission to hunt their "traditional territory".
I guess if you have enough money you can hunt anything anywhere in Canada through an outfitter but if I need native permission I guess I don't need the governments permission.
If I can pay off a native to take a moose then I don't need a leh I guess. Only one group can be in charge of it.

I hunt and fish on the outskirts of a couple reserves in BC and have never been harassed for money to hunt. The only time I was asked if I had local band permission to hunt/fish was by an RCMP officer on the canim/hendrix heading home with a buck in the truck bed. I wasn't too impressed at his pointless and meaningless question as "none" of us BC hunters need Canim band permission to be hunting out that way LOL
last year hunting moose solo on my LEH in 6-9...... nearish the day lakes complex , 2 young fellas from one of the burns lake area bands stopped cutting firewood to give me a hand loading my quarters. They offered and no payment was requested.
point is, there's a vast amount of country in this province to hunt with zero fear of being encroached on to "pay a native". I'll concede that there are areas of contention in the province and the country as a whole. However, there are areas where the guide outfitters will purposefully block access or ruin a resident hunters hunt because they "encroached" into a guides hunting area. You have to pay them to hunt there don't you know...... how much is a guided/non guided resident moose hunt these days LOL
you'll find that if you do have to "pay a native" before accessing some areas of the province, my guess is it will be farrrrr cheaper than a resident moose hunt thru an outfitter or guide LOL
