Does it need to be registered?

Hey guys, I am not really familiar with bp and antiques. A neighbor of mine called me for advice as she found a pistol in her fathers belongings while cleaning up some inherited items. Among his things is an uberti 1851 navy bp pistol. With it was reg papers for many of his old firearms but no cert for the pistol. My question is is this exempt and I can just buy it or sell it on her behalf or does she need to contact the cfo and go through registering it first? Thanks as always.

An Uberti pistol would be a restricted firearm.
