Hmm. I have some UMC .223 that has much the same appearance.

For some reason I'm thinking it has something to do with the annealing and/or process of bathing the brass in some sort of chemical.

Well, he's the product photo they supply. I'm almost certain you have new ammo, just a dirtier batch than normal. That stuff never looks too pretty.

I have some new AE .223 where some of the cases have dents and scratches in them, almost always on the neck/shoulder area, I think it's the end result of manufacturers trying to pump out as much ammo as quickly as possible and as always quality takes a down turn.

Thoses dents could happen from the brass tumbeling around in the big bins at the factory, the only way to tell is if there are any marks on the exstractor area on the brass.
And marks there and its a dead give away, that's said if its mil brass then most of it will have been shot via a BMG and you will see faint ring marks 1/2 way up the body from the links.
The brass most likely was intended form Mil contracts that's been canceled, so who knows?

New I'd say.

Once-fired resized would not have dents like that - they look like they were caused by bullet tips like could come from bulk handling. Won't be a concern for firing - they'll smooth out.

Look at the rings on the bottom. The cases look stretched and on the march towards incipient head separation. I say fired.
