I just got and resold a scope that closely meets your requirements.
1.5-6X .Illuminated reticle in green or red.
Retails under $300.
Look up Sun Optics USA for product description or the SKU is on my EE ad.

Look for some of the older Weaver scopes.

There are a lot of 2-7x scopes in the $300-400 range. Check wanstalls, i see options from leupold, bushnell, and vortex

I own two old Leupolds without the illuminated reticel that fit that description.
One I just purchased off the EE.

There was a VXR that was posted for $550 that recently sold, so they
are out there.
