does your scope cost more then the rifle it's on?

In the case of my target rifle, the action is a Wichita single shot, with custom barrel.
And I paid alot more for the Nighteforce scope, that I purchased for it.

I don't really compare price of scope to rifle to see if it a good scope, vx-3's, vx-7's, Mark 4's or Swarovski's are what i buy, so the question i guess is how much is the rifle worth, for me i don't care what the ratio of scope cost to rifle cost is as much as whether the optics are quality.
