I was wondering if anyone would know off by hand what would be the choke size of a JC Higgins double barrel 16 gauge shotgun. I believe they are basically a stevens 311A. I what the sizes should be if you measure them with a vernier, but I was just wondering if anyone knew what they would be off hand.

Typically, they'll be Full and Modified, or Modified and Improved Cylinder. But, almost all shotguns can be ordered with whatever chokes the purchaser desires. The only way to be sure is to measure or have them measured.
Edited to add: Even guns that were available in only one choke combination could have had the chokes opened up. Best to measure.

Part 2 of your question:
There's no set bore diameter for a given choke constriction. Rather, degree of choke is a factor of the constriction over the nominal bore. In other words, you have to know the nominal bore size before you can tell what choke is represented by a given choke diameter. Not all 12 gauge guns ship with the same nominal bore (although they're close, those differences are enough to produce different choke performance with the same final diameter).
as straight shooter says choke depends on bore size and the degree of constriction . measuring the diameter at the barrel end tells you nothing. people who take a dime and match it to the choke and pronounce the choke size do not understand the concept although i have seen gun dealers do it .take the gun and pattern it as this is the only way to truly find out .different loads will give different results . fire it and find out what it likes as every shotgun has different tastes in ammo.
