We began a pilot project to make the sections of the Explosives
Regulations covering family fireworks more reader-friendly some time
ago. We drafted plain language Consumer Fireworks Regulations and tested
them with retailers and consumers to see if the requirements were clear
and easy to understand.

The Explosives Regulations project builds on that pilot project. We are
now looking at the regulations as a whole and trying to write modernized
regulations that reflect existing regulations, policies, practices, and
changes in technology. more

I think we need to go through this line by line. On the surface, this is a general improvement, but there are still some areas that may need to be tuned.

Off the top of my head, the retail sales section mentioning weight of small arms cartridges doesn't seem to clarify if that means NEQ or total weight.

"you didn't kick me in the balls hard enough, so i'm fine with it" logic isn't good:cool: . Even Communist Anti-gun state of California have more simplified laws about reloading and keeping ammo....

Right now few items that I don't like is the age restriction (too high), "must have PAL or POL to relaod" (I don't like this BIG time - it's "Bill C-68" for reloading) and section (f) where armour-piercing bullets listed as example of incendiary and tracer bullets (what idiot wrote that?!:rolleyes: ) Why we cannot load tracer bullets anyway? They’re not as different in reloading as any other bullet.
 
Don't like:

#136 to 140 how does a vendor weigh their ammo? Why? Ammo is not considered a fire hazard (????) so why is there limits on their weights?

#142 12kg on display? That is 24lbs of powder. With all the different styles, you can easily display more then that. Fire hazard or just being a pain?

#143 Record of sale? Now that is scary...

#146 Can't you get a PAL when you are 16? If so, why can't you buy reloading components or ammo?

#147 Age to reload? 3f - isn't a FMJ a military component? Bad idea...

#148 Interesting that the amount of BP, even in loaded ammo, has to be limited? Smokeless limit sounds reasonable (25kg in your home)

#148-6 How do you get 150kg of powder IN ammo if limited to 250kg of ammo? That would be very light cases and bullets - very confusing and contradictory.

Again, too many vague areas...
