They're mainly used by firefighters, for starting backfires, but they're considered "incendiary" (prohibited) in Canada.

Please explain how they are considered Incendiary.
If you look under the prohibited devices section of the firearms laws, you will see that they banned all devices designed to ignite on impact and under 15mm.
I dont think that is designed to ignite on impact, do you?

If you can find the actual law prohibing it, I would be interested.
