Drilling and tapping receiver scope mount pads

Putting a reproduction No32 scope and mount on a Longbranch. Requires 6 holes, three at front of receiver went better then I thought. The three at the rear are very hard, one through and taped but the other two will not drill deeper then 3/16th. Using oil, started at 1000rpm up dropped it to 620rpm, bits wont bite any more. Any ideas.
 
Maybe a bit late, but as per my Forster drill jig instructions, they recommend a smaller size bit first, then re-drill hole with the tap size drill. Have not done a No. 4, but on M1917's, I had to use new tap drill and new tap on each hole, after spot annealing.
