Me, and my friend were talking over some beers and he reveals to me for the first time in knowing him for 4 years that he has dual citizenship for Canada, and United States (doesn't have his PAL). My question is say me, and him went down to the US, and he bought 5000rounds of .223 (to my understanding legal limit Canadian is allowed to import for personal use) and it was under his possession till we hit the Canadian border when it comes under my possession a legal Canadian PAL holder. What kinds of laws would we be breaking, and does he have to be living in the US to buy ammo, or just have his passport/ID? Its probably been brought up on a few occasions, but I couldn't find a answer yet.

You don't need to be a citizen to buy/possess ammo in the US, all you need is a hunting licence from any State. However, as noted above, EXPORTING from the US requires a US export permit, regardless of citizenship. IMPORTING into Canada is completely different.
