reading the regs on page 18 it is unlawful: #1-to shoot wildlife from a vehicle or a boat propelled by a motor.
#2-to hunt migratory birds from a power boat.

question: can i hunt migratory birds from my boat,if the engine is OFF and OUT of the water and beached or anchored?

You can here so as long as there isn't some kind of strange provincial reg you are ok. At one time here there was a provincial reg that you couldn't shoot out of any boat unless it was beached or anchored. But that disappeared after a certain Conservation offcier retired, I guess the law was his little baby.
 
Ontario states, motor off and foward momentum ceased.

x2 in sask. They are big on the forward momentum.

I hunt out of this all the time.

Waterfowler, we hunt in Timmins and so does lots of other boat hunters? One hunter that only hunts ducks uses a 50 HP Honda on a 18 foot boat and he cannot pull the motor off. We use a 14 foot with a 9.9 or 15 and a few years back we had the OPP checking for life jackets and a CO checking for hunting permits, plugs in shotguns and the motors were just tilled up out of the water and we were sitting on water and the weeds? There is an exception to the rule " a motor that is attached to the boat" in the Migratory Birds Convention Act. If what you say is correct than we are breaking the law and now to think of it one hunter always came in with a inboard and that can not be removed? I am not sure but the CO's come in every fall and the biggest problem in our area is the shooting when it is dark? Am I wrong?

Let me clarify.....I mean motor off as in shut off. It does not have to be taken off the boat. Just shut off and forward momentum ceased.
 
We were fishing Lake of the Woods in NWO during October many years ago. My buddy sped into a bay full of merganzers and scared them all up just for a joke. A short time later we were drifting for walleye and an aircraft landed deadstick right next to us. Evidently they were watching us from aloft. All happened so fast that if we were doing something wrong there would have bee no time to mitigate the situation! OPP and Ministry officers boarded us and checked for guns, alcohol, licences etc... We had no shotguns and were not hunting ducks but he wrote my pal up a warning for harassing wildlife with a power boat. True story.
 
Thanks you had me worried.

I used to hunt in the cooks bay area, and everyone there uses boats.. the CO's are fine with the motor being shut off. the "forward motion" is another issue..

I was once out with a friend, and we had a wounded bird down.. every time we started the motor it would dive.. luckly the wind was in the right direction, so I kept the motor off and lifted the anchor, (but left it to drag a tiny bit).. we where drifting, but not "forward".

the CO pulled up along side and started to give us the 3rd degree.. I asked him which direction we where drifting in, and which way the bow was pointing..

he didn't say anything after that..
