Dumb question about ATT and upper reciever

Dumb question about ATT and upper reciever, do you need an ATT to purchase or transport a complete AR15 upper?

I was thinking about buying a new upper, but couldn't find answer to this question. I was told only lower receiver is what matters.

No, upper receiver is not considered the firearm.

Yes uppers are control free, and you are free to do as you please.

Just a side note to the above, the firearm is the part with a serial number, the firearm is the registered part the rest is just gun parts. Some guns have serial # on upper some on lower, and some on the receiver. On AR15 the lower has the serial number and is considered the firearm.
