I remember reading one time that a guy said he would clean his rifle if he was changing powders and foul it with the 'new' powder and then shoot his groups. I'm thinking if a barrel is dirty, it is dirty, and if I was doing load development it wouldn't matter what had just been shot down the barrel as far as accuracy and velocity goes. Does it matter or not?

If a match smallbore rifle, I clean when changing brands of ammo. But then fire about 10 rounds to foul the barrel before shooting a group. I only use one powder for my fullbore rifles (Varget) in both .223 and .308. If I was switching powders during load testing, I might run a dry patch down the barrel.
I think the thread you're referring to was originally in the black rifles section. I did a search, but couldn't find the specific thread. That said, I was reading an article the other day about how professional load developers recommend it also. It can't be a bad idea.
