First there are semi auto firearms that use a Lee Enfield magazine, Charlton rifle/Howell rifle. Looking at C-80 special committee notes they believed that the initially proposed 5 round limit would impact those bolt action rifles and wanted to adopt a general 10 round limit (to sidestep that problem) with an exemption for sport shooters to have 20 round magazines.

As we know how that turned out in c-17 they made that 10 round exemption.

The Charlton was a fully automatic rifle, to my knowledge the total count in Canada is zero, the fact that they were only used by the New Zealand home guard would support that. They made 1500, most of which were destroyed after WW2 in a fire. There were virtually no Howells produced and a similar tiny number of Rieders. It is far easier to accept that they just screwed up than it is to accept that they had intimate knowledge of a number of museum owned odd balls requiring special exemptions. If they had meant to exempt those few oddities, they could have. I think a lot of text that was produced after the Act passed was an attempt to justify some of the more stupid oversights/errors/mistakes that were made in the Act. A whole lot of face saving went on when people started to pull the Act apart as they were forced to live with it. The bureaucrats want to be viewed as unassailable, unquestionable experts, not as fools that haven't a clue, and they have no problem rewriting history to keep the facade going. The fact remains that bolt guns are exempt due to their action type, and a "special exemption" or restriction as some view it, for the L-E is a farce.
