Do they exist? Yes. In Canada? I've never seen one in 20 years of collecting.
The ones you do see are usually in Europe or in the USA. And of the ones in the USA, they are invariably NEW or Remington guns that never left the USA, but are still tsarist mosins.
A nice, unissued and non-refurb US-made mosin in the states is a $2000-3000+ gun (USD) if you can find one.
Some early non-refurb guns do turn up that are issued and have early features, but are generally not going to matching and will be partial matched guns. They still sell in the $1800+ USD range.
You sometiems also find balkan-used examples that are set up as period WW1 guns, but they usually have some re-numbered arts, scrubbed tsarist markings, or both. The odd nice one slips through and commands a high price tag.
Even nicer examples of lightly refurbed finns are selling steeply in the USA. M91's are selling for more there than they are here, so get ready for that "buyers premium" if you venture over to the USA auction sites.
Sorry to be the bearer of bad news.
