I have heard a lot of good things about electric bore cleaning for really dirty barrels. But will it adversely affect chrome lined barrels and strip the chrome off?
 
No, it will not. This is an electrolytic process which will only remove copper or lead from the barrel. It will not clean any other dirt. Barrel must be clean of dirt and rust(if any) and degreased before you start.
If you can, try it before you buy it. OUTERS Foul Out III system will cost you over $100. It is very effective but not everybody likes it.

I have read that too much electric bore cleaning will cause certain steels to emit a toxic gas and it should only be done once in a while.
 
The Foul Out system works good, but its very important to have all powder fouling out, and the bore completely degreased...I find that several water-soaked patches, then a couple dry, are the best thing to run before setting up the unit.

Maybe not with the Foul Out system, but it is very easy to electrochemically etch almost any metal. That is why Foul Out limits voltage and specifically states you use their chemicals.

There are other electrochemical processes used that can POLISH metals. I have seen this being used on stainless steel surgical implants and surgical tools. The process removes microscopic high spots.
