Encore Group shifting

I just put a new .223 barrell on my encore. I zeroed it. After about 20 shots, the group shifted 8" high...I sighted it back in, and all was ok for a bit, then I was shooting 8" low all of a sudden. I checked the rings/bases and they seam fine. The groups are not stringing at all. Is there something inherent in the encore that I should looking at, or can I assume the scope is the issue?
 
Start with the scope. Had a Tasco that would move left and right when the bolt was opened and closed.
Does it do it without the scope? Assuming it has iron sights.
 
The scope is a Vortex Diamondback 3-9 BDC, mounted in Weaver Grandslam bases. I do not have iron sights on my Encore.
 
I have two encors and both are spot on acurate On the pro hunter I exchange barrels between .223 and 243 win and zero never changes but the scopes stay on On the .223 I use a ziess 6-20 x50 on QR bases and rings 243win uses a 1.5-6 x42 ziess on QR bases and rings Check out BELLMS TC INC for upgraded pin kits and triggers he seems to undrestand TC rifles and inherant acuracy problems too
