entry level = $300 Stevens in .223
for a bit more money ($640) get the Ruger Hawkeye Stainless
for a bit more money ($850) get the Ruger KM77 Mark II and dont look back
both Rugers come with solid ringmounts, so consider that they are actually about $100 cheaper than they appear since all you need to buy is a scope (no bases/rings needed - good ones will run you at least $100).
any forum you visit on the net will have dozens of people recommending the Tikka T3 like its Gods gift to firearms. all i can say without coming off incredibly biased is head over to a gunstore and ask the guy if you can see both a Tikka T3 Lite Stainless, and a Ruger KM77 Mark II Target Grey.
now handle both of them. make up your own mind.
so far every single rifle mentioned in this thread (not sure about the 788 though) has the same potential for accuracy, despite people telling you that one rifle has zomglazerbeampewpew accuracy over another.
remember to save money for your scope and good mounts (dont need them for the Rugers). so if you have a budget of $900 you are better off buying a $300 Stevens .223, a $500 scope and $100 rings/bases than you are buying an $800 rifle and leaving $100 for some crappy tire Bushnell that comes with free rings. a good quality scope and rings will last you a lifetime and make its way from rifle to rifle as your tastes and needs change, but a crap scope is money wasted and will just cost you far more frustration and inevitably end up in the garbage, your parts bin or a box in the basement. IMO the minimum you should spend on a scope for a centerfire rifle is ~$300 - some people here would even say twice that.
