To all(except Norm and Trevor 60), guns vary considerably in how they create pressure, mainly due to throat(leade) diameter and length and also powder lot variations. Pressure can vary 10,000 PSI and every powder and bullet manufacturer and reloading manual recommends starting low and working up.

You don't have to load hundreds low, only a few to measure velocity and then work up.

Shrug. You can bet that there is a significant margin of safety in the max load, largely because Hodgdon would be concerned about lawsuits. Sometimes the margin is significant - for this weight of bullet and powder, Hornady 8th edition starts at 35.9 and finishes at 44.9, which is significantly lower than what Hodgdon/Thales say. I have read about folks using 48 gr.

Is there really significant lot-to-lot variation in Varget? Do I have to re-chrono every time I open a new bottle?

For Varget, I've heard that burning rate changed over the years(slower?), but others could answer this more specifically.

Over the past few years I have read about complaints from shooters that switching to different lots of Varget has resulted in pressure/velocity variances from one lot to another. Solution...buy several pounds of the same lot. This will reduce the amount of load re-development that is needed from lot to lot for the same rifle barrel. Or use a different powder entirely.
