To all(except Norm and Trevor 60), guns vary considerably in how they create pressure, mainly due to throat(leade) diameter and length and also powder lot variations. Pressure can vary 10,000 PSI and every powder and bullet manufacturer and reloading manual recommends starting low and working up.
You don't have to load hundreds low, only a few to measure velocity and then work up.
