Just got a eotech, used but barely looks bnib, recticle seems a little blotchy or blurry, I don't have magnifier to crisp it up, is this normal or is it just me?

It's normal. Some peoples eyes can see it clearer than others.

I don't know, it just doesn't look right seems like just a mess of red, holographic laser in a circle?
It could be your eyes.
One thing to try. If you work shift work wait for 3 days after your last night shift. Get lots of rest, vitamins etc. Then try it.
I work 4 on 4 off with 2 days and 2 nights. Often the reticle on my holographic optics doesn't look right until the 3rd day off. It's from eye fatigue.

If you have astigmatism in your eyes, it will looked all effed up too.

New batteries and a couple good nights rest seemed to clear it up as good as it's gonna get
I have never seen an Eotech with crisp sharp reticule lines. I think it's simply the way they are designed.
As mentioned, superimpose the the reticule on the target... you should not be looking at the actual reticule anyway.
It is however, one of the reason's I use Aimpoints.

Ya for military and law enforcement use, As mentioned new batteries and I don't know if it helped just leaving it alone till I got off shift, not concentrating on the recticle so much as the target, I can now at least differentiate between the dot and circle.
Funny thing I noticed with mine the other day. Was showing it to my brother and when I looked through it, it looked all fuzzy, not like it normally looked. Thought maybe something was up with the batteries so I read through the manual. Manual basicly said that once the batteries start to go, that it won't work at all so this wasn't the problem. I picked it up again and "Hey", it back to normal. Then I noticed what I did different. I had my glasses on the second time. I was quite surprised at the difference in clarity with the dot and circle between not having my glasses on and having my glasses on. The real amazing part is that my prescription is not that strong. -1 in one eye and -1.25 in the other. Slight near sightedness.
I'm thinking that unless you look through with 20/20 vision, it's gonna look fuzzy.

I've had the same problem. Its usually going to be your eyes. It gets worse for me when I'm tired. I can clearly see every hazy dot that make up the reticle. My c-more is blurry as is my fast fire. I just have to wait till I can pick up a set of bionic eyes with built in rangefinder
