Like dan says, It depends on the manufacturer. I like K+M carbide turning mandrels and the corresponding K+M steel expanding mandrel, as well as the K+M turning tool, and the case holder.

Ken Markel seems to have worked out the right sizes for his equipment. I measured his 6mm steel expander at around .001 larger than the carbide turning mandrel. I used a dial caliper, so the measure is approximate, but got readings of just under .243" vs just under .242"

Not at all. The expander mandrel is used just before neck turning, to uniform the fit of the cases over the neck turning mandrel. Therefore the expander mandrel has to slightly over-size the ID of the neck as compared to the OD of the neck turning mandrel.

Like dan said, the amount of oversize depends. K&M is fairly tight, sinclair a little more loose, and other tools would be different again.

Between this and slightly different neck turning mandrel OD's, the expander mandrels are not interchangeable from manufacturer to manufacturer.
