Fire forming cases is a different activity than using 'gallery' loads to save money.

For fire forming and getting a case within 1 grain of H2O of final size,( 'squib' loads do not get the case close enough to final volume, it will require at some point a full pressure load,at least 50k and better) consider using H4895 and developing a charge weight that coincides with a node, it most likely will never be an 'OCW' load but will be accurate enough for practice.

I'm in that process now with a 280 ai, 41grains of H4895 and a 139 grain Hornaday SP in a 270 Win case, runs ~2500 ft/s ,ES <20, prints consistently 1.5 moa plinker. These are components that were under my bench so to speak.

As pointed out gallery loads , cowboy action, centerfire pistol indoors with a velocity restriction and fireforming loads are for a purpose .......not just to go bang!
 
I've used Blue Dot (about 1/2 muzzle energy loads) and IMR 4198 (moderate loads) in a 6.5x55 for reduced recoil. Both give well over 50% load density at moderate pressures (around 40k psi) so you won't double charge. Faster than normal powders that can achieve at least 60% case capacity before getting to max pressures should be fine. Just don't push the pressures beyond rounded primers and fire the first few rounds with a string. Or if you want to be 100% sure of keeping all your fingers and eyes, stick to H4895 for slightly reduced loads and Trail Boss for super-slow loads. Not much in between when it comes to published data.
 
Loading for ultimate performance/accuracy might be the goal sometimes but not everyone in every application. I use reduced loads in 7mm08 and 30-06 to get younger or new shooters started out on centerfire hunting rifles without inducing a flinch. Accuracy needs to be minute of gong, 2" accuracy at 100yds is good enough but many of the reduced loads will do better.
