Eye Relief & Scope Magnifaction

I was watching a video, and when buddy was setting the eye relief he adjusted the power ring on the scope, can't remember up or down though?
What's the purpose if any?

A large number of scopes the eye relief will change with the power, usually at higher power it is shorter.Setting the eye relief at the shorter length it is easier to pull your head back when you turn it down than to crane your neck forward.

I was going to make a new thread, but maybe I'll tack this question here (I'm not a scope guy):

If a scope has an eye relief of 4", does that mean full view is visible at any distance under 4"? If one were to then exceed 4" in distance the "moving-tunnel" will occur?
