In the heyday of the Drop In Auto Sear fad in the US, there were those who would install all M-16 parts, including carrier; thought was that without the DIAS, the rifle was safely semi-auto. ATF knew that without the DIAS, if the selector was rotated to auto, the hammer would follow the bolt foreward. M-16 selector in auto position + M-16 disconnector will allow the hammer to follow the bolt. With carefully prepared/selected soft primer ammunition, the rifle would fire bursts. Good enough for federal prosecution.
This is the reason for cutting the tail off the disconnector.
In Canada, parts are parts, while the DIAS assembly is likely a prohibited device, same as a trigger crank.
