To be honest, there hasnt been a modern factory rifle I have had that won’t do Moa or extremely close. Sometimes takes some exploring of factory weights/charges but they will do it. If not bed it and practice. Midline range and better in just about anything bolt action will shoot better than moa, most shooters can’t. Most axis and 788, Mossberg patriots, Remington, Ruger American. All shoot Moa or better.
All of the above is basically true for handloading too it usually improves results.
I think it will come down to trusting the rig and having it fit and feel right. I have owned most brands and types that I care to try. I like my Sako or Ruger action most I think. They all have shoot moa factory ammo and both are sub moa handloaded.
