I went over the border this week to pick up a piece of constuction equipment that i bought.When i was killing some time i checked out a hardware store. Much to my joy i found factory ruger 25 round rifle mags for 29.99.Before i go running back with a fist full of cash,i guess i should assume that these fall under ITAR regs so it's wrong to bring them back without somekind of import/export paperwork.

Simply put, yes there are controls by the U.S. on exports of magazines. If you are talking about the Ruger BX25 it is prohibited unless it's pinned to 10 rounds. Ruger markets this mag for both the 10/22 rifle and the Charger 10/22 pistol thus the prohibited ruling. Unfortunately this is one of those strange rulings that this mag fell into. The other high capacity mags that fit the 10/22 rifle are allowed as they were not marketed for the pistol only the rifle.
Yep, prohibited device in Canada until pinned to 10 rounds. If you pin it in the states you can bring it in but then you have a bulkier version of a BX-10. No use wasting your time and money. Look at Butler Creek steel lips instead, theyre not perfect but theyre not restricted to 10 rounds either.
As mentioned above, all magazines, like all rifle/handgun parts, are controlled for export from the US under ITAR. If you are a Canadian, you simply cannot get the US Dept of State license to self export any of these items, regardless of cost.
Also as mentioned above, the Ruger 25 round magazines have been declared as prohibited (at that capacity) in Canada. This is because Ruger markets them for both the 10/22 rifle and the Challenger (10/22) pistol. Presumably they should be legal here in Canada if they're pinned to 10 rounds (because they're now considered to be pistol magazines) but you'd still need to get a licensed US exporter to get them out of the US. The fact that other normal capacity (i.e. more than 10 rounds) magazines exist legally here in Canada for the 10/22 rifle, doesn't enter into the logic process (if you could call it that) of the RCMP.
