Can someone tell me if the rings on the shoulder are from a short chamber.
And could this cause a extraction problem.
After working the second cartridge out,close the bolt and it slides right out.

If your barrel was "short chambered" those rounds would not chamber without the used of a mallet. There is however a defect on the reamer that cut that chamber.
 
It would help if we knew what calibre, and what rifle. I suspect that it is a 5.56mm rifle. The 'ring' may be how the military specification chamber is cut. More details please. But, I don't think it is an out of specification chamber; it may be designed that way.
 
The neck/shoulder junction is shaped that way because that is how the chamber is reamed. Shouldn't be that way, but it is what it is. Two reamers may have been used, or the finish reamer was not ground correctly.
The slight ring on the case body could be from machining marks in the chamber. Looks to be very minor.
I cannot see anything that would contribute to hard extraction.
 
It's an AR chambered in 5.56 . The lines should not be there and yes put there by material caught in the reamer.
Was having one of those fullmoon days where nothing goes right.So put down the tools,I am going to the range.
One of the guys that shoots 3 gun was there so ask him to take a look.
Pounded 5 ,then 10 and another 5 perfectly.
At home ran a brush through the chamber and then a mop.just waiting to go back to the range.
