Oh man, one guess at a time. Should've stated the rules earlier....lol. Yes, it was the weaver bases. The rings came with the scope, and those never budged. More on it later. I'm compiling the data now and uploading pics.

Gun Used: Weatherby Vanguard Series 2 in .223 Remington (brand new, never fired at time of testing).

Going to order some low rings to keep the scope closer to the bore.
No pics of American Eagle .223, but after I burned through those I went through about 40 rounds of Barnaul. Only showing 30 because I was fooling around earlier. The flier on #1 was the first hit on paper. I adjusted accordingly after. After that, no more adjustments, just trying to shoot with the sun in front of my eyes. I should point out that I was not letting the barrel cool down. The sun beaming down on the gun made the barrel scalding hot to the touch. Shot interval I would estimate around 10-25 seconds per shot.
Winchester 62gr. Damn I suck.
Federal Sierra GameKings. Probably my most consistent along with Hornady VMax.
Hornady VMax. This set was actually done with a cool barrel. The temps dropped with the sun obscured by rain clouds. I also spoke with a member there for a few minutes to allow the barrel to cool down.
Hornady Superformance 75gr. Not much to say other than I need more practice.
Best 3 shot group before I ruined it with 2 flyers. Federal Premium Sierra GameKings.
Best 4 shot group after I ruined it with a flyer in the beginning of the set. Hornady VMax.
Best group overall? Not 100% sure on this one. The flyer on the bottom is from another set though, so it doesn't count. I'm just having a hard time remembering this group. But this is definitely pure luck. Barnaul 55gr.
Conclusion/Opinion: Here's my field opinion of this scope. I went to Al Flaherty's and tested a couple of scopes there to reconfirm. They no longer have the Zeiss display, but I managed to grab a hold of one of their cheapest - a Bushnell Dawn and Dusk 3-9x40. For optical quality, I'd say up to 12x magnification, this Leupold is on par with the Bushnell. When I crank it to 14x, the sharpness seems to drop a bit and I see some purple fringing on certain edges (ie. tree branches). However, the 14x is still useable enough for target shooting. The mildots are spaced about 3 inches apart at 100m according to my paper sight in target. Other than that, the scope held up well. In fact, like I've been alluding to a few posts earlier, the first to crap out are my weaver base screws. Maybe I didn't tighten them enough and/or didn't apply blue loctite properly, but unfortunately didn't realize it was loose until I've shot all the quality ammo and was down to about 30-40 or so rounds of cheap barnaul. I don't know how much this would factor in to my group sets, but being a new shooter I blame 90% of the inaccuracy to me personally. Despite the weaver base screws failing, the scope rings that came with the scope did not come loose. It held onto the weaver base very tightly and held the scope very tightly also. In my opinion, the scope does hold zero. I'm just not a good enough shooter to 100% verify it, but as you can see in the pics, I was able to shoot some decent (albeit lucky) groups.
Other Notes: Definitely going to buy some low rings to keep the scope closer to the bore. This scope is excellent for rimfire rifles at 50m....and even 100m. I just want more magnification though. My eyes are so weak that I'm still having a hard time seeing the holes at 100m. This gives me another excuse to buy another scope......hmmmm.....lots of choices out there (chinese swarovski maybe? lol). And oh yeah, Weatherby Vanguard S U C K S. Keep getting extraction problems when I pull the bolt back (I'm probably just doing something wrong, but I don't like the action of this rifle). I want me a T3...

Nice shooting though and good pics/write up. In regard to the bases, I always put blue Loctite on the screws, as you did, regardless of the manufacturer, Weaver's really aren't all that bad. Maybe it didn't set yet, it takes a while and screws should be free of grease.
Now mount it on a 338 Lapua and report back.

For a box test get your zero and fire the first round. Then adjust up 16 clicks which would be 4"up and fire. Then adjust the same 16 clicks (4") right and fire. Then down the same value and fire. Lastly to the left the same value and fire. In the end you should be back at your original zero point. This should resemble a square box. Given your price point it will more likely look like a square that has been pulled to the right to elongate it.

I went back to the listing and copied and paste. The only thing I blanked is the site address in case there is a site policy here that I didn't read about. And no, I did not do a box test. Will do that next time. Didn't even know about that. All I know is find zero and shoot away. Lol. I did make some click adjustments, but my trigger finger is just off...to put it mildly.
Now, if anyone is a member of EESA or wouldn't mind driving to Aylmer, Ontario, I wouldn't mind volunteering my scope to test it on a high calibre round such as a 338. If it breaks, then we know, and I'll only be out $90 which is no biggie. It will just give me a reason to buy and test other scopes....lol.
