I own firearms with a variety of actions. I am the fastest in loading a single round with my single shot .410 rossi. Seeing that the thread is about a rifle, I would choose a NEF single shot with a shell carrier on the stock. You leave the action open in the truck, grab a round in your left hand before you open the door, get out (leaving the door open) and slide the cartridge in the chamber. You then close the action at the same time as you #### the hammer and shoulder the rifle. It is very quick. I can shoot multiple rounds with my Rossi as fast as, or close to, the average hunter can operate a bolt action rifle. Like someone said earlier: practice, practice, practice.
