Part of living in Canada means we are free to choose what hobbies we wish to participate in, providing they are legal.
That includes the desire to acquire PAL/RPAL licenses, and appropriate firearms thereafter. No family member can prevent you from doing this if you are over the age of 18, as they are not free to make decisions of that nature for you.
If your father truly wants to get his license and a firearm for target shooting, he has the power to do so. He can also look into off-site secure storage if storage inside the house is the true issue.
