The inside of the bolt carrier is chromelined in mil-spec BGC.
So instead of chromelining the interior, they just nitride the entire BGC and bolt - think about this, it is easier to nitride everything inside a tank instead of just chromelining the interior of one component, if you have the process down.
Is this superior? I don't know. I don't think major guys like HK or FN nitriding the whole bolt and BGC. This lead me to believe that having super high surface hardness is not really needed. The core toughness of the material is probably more important than a thin super hard surface.
