Federal - Provincial - local rules???

I had an early thread that got side tracked and it brought up some new questions. Waterfowl hunting is all Federal regulated, and each province or area has different limits and rules and each city/town has its own bylaws, so to me, it can be a bit of a PITA to get everything figured out. In my other thread the topic of local bylaws came up with legal hunting boundaries and firearm discharge boundaries. Which brings me to my question, according to the map for my city, there is a waterway smack dab inside the "no firearm Discharge boundaries yet while out hunting for Deer with a bow, every morning and every evening, there are waterfowlers bangin away at the flocks of geese I see flying over head. How is this possible if the city bylaw has a no firearms discharge in place in this area, does the Federal reg's trump the local bylaw or are people just hunting not knowing the "no discharge" bylaw?

You can hunt all you want inside a "no-discharge" jurisdiction. You can even have a loaded firearm with you. It's when you fire it directly in front of an officer that it becomes a problem.

In short - they are breaking the law.
 
In BC, we have to have our PAL by federal law, BC hunting licence of course, federal migratory game bird permit and in the Fraser Valley the Fraser Valley permit. I also purchased a Richmond private land permit administered by the Richmond Rod and Gun Club which is a paper that has to be signed by each farmer you get permission from.
 
inside municipal no discharge areas, sometimes there are still provisions for farmers to get a permit for crop and livestock protection.
 
So leaving the tree stands tonight with my hunting partner, I showed him this little water spot that would be great, and that we hear shots from every weekend but that its within the bylaw area of "no discharge". He tells me (mentioned in my other thread that got side tracked) that he went goose hunting out there once before a few years ago with a co-worker and his co-worker let the 3 shells go right at end of light right around the limit for legal hunting. By the time they made it back to his truck, an MNR officer was their waiting for them. He checked that they were all unloaded and asked why the shots so close to the end of legal hunting and then let them on their way.

So this leads me to think the MNR dont know or dont care about the local bylaws....
 
MNR may or may not care about local by-laws enforcement.

I know 2 wrongs dont make a right. I also know that local bylaws are only enforced if a person calls and complains. No complaint, no warning. This comes straight from the bylaw officer I spoke to about parking my enclosed trailer in my own driveway. He said its against a city bylaw, I asked what about the countless trailers in my area that are always parked in the owners driveways, he then asked "are you complaining about them to me right now" I said NO, he said then he could drive right past all of them and not have a care in the world, UNLESS someone complains about it. He said thats how bylaws work.... So its not really breaking a "LAW", its only breaking the rules of a bylaw if someone complains about it.....right?
 
I wonder if there have been complaints but the bylaw officer was a little cautious about approaching people with guns.
