Fierce rogue CT action issues

Hey guys, hoping I'm posting in the correct forum here. I'm having some issues with a new Fierce Rogue CT in 6.5PRC that i purchased. When i received the gun everything seemed great. The action runs smooth, bolt closes nicely, really nice gun. Once i got the scope mounted i went to sight in, i couldn't close the bolt on the rifle unless i picked it up off the bench and leveraged it with force. So i talked to the dealer and it went back to get work done no questions asked. They said the chamber was tight and it was reamed out to spec, tested with the gunsmith and should be good to go. I Just received the rifle back and went to test fire it on the weekend. The chamber is still pretty tight as the bolt slightly hangs up as I close it on the round, you have to give it a touch of oomph to get it down. It's enough it hangs you up a split second which is annoying especially if you're trying to get a follow up shot while hunting. I have tested 2 Hornady ammunitions and a Barnes through the gun.

Then to cycle a round (eject/reload from under the bolt) after firing, the bolt is pretty grabby both ways and seems to hang up on loading the round into the chamber. If I just ram and jam, I can cycle it but I cannot smoothly cycle the bolt on the bench really. I also cant seem to rechamber a spent round as I cannot close the bolt on the rifle with a once fired brass in the chamber. I understand that titanium actions can be bity or grabby per say that's not an issue. If ramming and jamming is the way it's supposed to be, then so be it, I guess. Once cycled the gun does shoot really well, it's the cycling and bolt throw that's annoying.

so, my questions are:

1. With being a "semi-custom rifle", is it normal to not be able to rechamber a fired casing?

2. Is it normal to have a pretty tight bolt close while chambering a round? -I understand it shouldn't be loosey goosy but a little extra oomph to get the bolt down every time?

3. Are 6.5PRC always a bit of a bugger to cycle rounds out of the magazine being a short action with OAL tight to the mag dimensions?

Just wondering if this is an issue and should send it back again, or if I'm out to lunch and CT actions are just rough and tough with tight tolerances and I need to get used to it? Thanks!
 
Are your scope base mounting screws the right length? I had this problem on an admittedly different rifle (Husqvarna 1640). I mounted some Weaver bases with their factory screws, and the screw poked through the back ring into the bolt path and rubbed on the bolt. I had to machine the screws down by about 40 thou. Check your bolt for rub marks. They should have checked for this but you never know.

The scope was removed when it was sent back to them. However they did improve the bolt closing significantly by reaming it out so i dont think it is hanging up on the screws. I had mentioned that initially to them and they had also agreed it shouldn't be that, as that is what they usually use for rings with those guns
