So when someone shoots a grouse in a creek bottom, they would need to change out their shots to nontox?
I was a little young when the non-tox rules came out, but I recall there being a mention to a ban of shooting lead within 200m of a body of water in which waterfowl are present. Either way, I'll leave it to someone else to see what happens if caught using lead on cormorants when they clearly share the same habitat as other waterfowl.....
As for steel shot on doves, i dont believe it makes much sense. It apparently has nothing to do with doves being a migratory game bird. Woodcock are migratory game birds as well, as lead shot is allowed to hunt them. Up until 2014, the migratory game bird license clearly stated that lead shot was allowed for hunting woodcock, band-tailed pigeons and mourning doves. I asked a CO why steel shot was mandated for doves and was told his best guess is because doves share the same habitat as some waterfowl if hunting these species over fields. Mandated use of steel eliminates the possibility of hunters claiming to have lead shot in their possession for the use on doves. Whether this is true or not, i cant say. But at that moment it made sense to me as I had two geese, a mallard and three doves in my possession....
