Firearm question.

I have a firend who is 17 he has his PAL or w/e licence you have when your 17 to get a non restricted firearm. So he wants to know if he can buy a rifle off the EE here. Or if one if his parents can buy it.

You can't get a PAL till ur 18, so he can't buy it.

He has a junior PAL, which means that he can not purchase firearms. Get a parent or friend with a full PAL to purchase and store it for him.
