first build

Model 700 actions are more or less the same. There are differences in the finish, and in some details, which changed over the years. Trigger mechanisms evolved, extractors changed, an anti-bind system for the bolt was introduced. There are long and short actions, adaptations for different cartridges, different magazine systems.
I know of an as-new SPS .308 sized action that sold recently for $400.
About the only way to get an action is to buy a rifle, break it for parts, and sell off the bits you don't want to offset the cost.

are all 700 actions the same?

No. Short actions come with 3 different size bolt faces, and feed rails, followers will be different. Long actions come with different bolt faces and followers as well.

You need one that is based on the cartridge size you want. Bolt faces and feed rails/mag boxes are cartridge based. Don't buy a WSM action or a long action if you want to build a .308...

308 is what I was looking at, some thing I could use out to 500 yards.

So, ideally you want an action or rifle that is one of these...22-250, .243, .260, 7mm-08, .308, all based on the .308 case (not the .22-250, but it has the same bolt face). You can also build a .308 on a standard long action, but not many do...

Don't buy a .223 (or smaller) or any of the WSM or SAUM cartridges...

If I'm going to buy a used 700 in 308 and get rid of the stock and barrel any way, what should I be looking for? Both in price and model?

As long as its based on the .308 case, buy the cheapest one you can find...:D

If you get one with a factory detach magazine, it has no feed rails, so you have to stick with the DM...

An older one that ISN'T prone to rust.

Rifle above is UNFIRED, never seen rain.

The reality is that the most actions are worth the same, with or without the barrel and stock. A guuci find would be an XR100 in 22-250. DOn't turn your nose up at an XP100 either, although your single shot target rifle will be a restricted gun....

I doubt you will find an old Remmy for less that 5-600 and you can invest in a new SPS for about that kind of cash, if you sell the barrel unfired, it is worth at least $100

If this is going to be a pleasure rig for your own fun out to 500M , get anything well-known. They will all do. I'd stay away from Mossberg bolt actions.

Well back from the gun show, I'm not paying 750.00 for a used Remington, I will buy new first. Now the big question, is the Remington that much better than a Savage? I talked to a guy there and he shoots a Savage in F-class (?) and says that he does alright. He says that he just shoots for fun. I did see that any kind of precision rifle (heavy barrel type) the Savage was always less money the Remington. If I'm going to change the stock and the barrel any way would I better off to spent the extra money on a better barrel?

There's no point in changing the barrel unless you are going to install a premium - better than factory - barrel. And don't assume that a factory barrel won't shoot very well.
There are Savage rifles that shoot very well. Ask Mysticplayer. Savage has some out of the box rifles that are really good.
So does Remington.
If you are going to restock, decide how you are going to be shooting the rifle. Some of the more popular stocks work really well prone using a bipod or a rest, but are awkward if the rifle is hand held.
If you want a Remington action, and are going to break a rifle to get it, it can make sense to select a rifle on the basis of what the surplus parts are worth when you sell them.
If you are looking at shooting to 500y, there are lots of caliber options. .308 isn't the only one. .308s do shoot very well, and there are excellent .30 bullets. But there are also superior bullets in .22, 6, 6.5 and 7mm, and excellent choices in cartridges.

There was a time you could buy a Remington action. No longer. In fact it is cheaper to buy the entire rifle and part it out.

If you want to go with a Savage there are a few more things to watch out for. Unlike a Remington, Savage has two different bolt spacings on there short actions. The Blind Mag guns have one and the detachable mag guns have another spacing. A stock designed for one will not work on the other. Other than that they are mostly the same as far as triggers and what not. And if you go with a Savage, Jerry (mysticplayer) is the guy to talk to.

I just got an Older Rem722 for $400, strip the barrel, bottom metal and stock and build a 22"LTR . you can find one every now and then 400-500 price tag is not hard to find.

Not that often Gunboy, and if a guy is going to buy a new rifle for the action, it just doesn't make any sense after the cost of gunsmithing IMHO.

There is alot of use stuff floating around one Gunnutz or Alberta Outdoormen Forum, Be patient and you will find what you wanted.
You have to pay it one way or another, I have pay gunsmiths in the pass from a very a good price good quality Gunsmiths to Very Poor quality gunsmiths that wanted a lot for their work, but I learn over the year, that if you have patient you will find some one know what they doing, and charge a very good price for Quality gunsmith work. it may be hard to find now a day, that why I do my own work, and work on my buddy gun, sometime for beer or Steak, not everything revolving around Cash or Coins, there is more to it. IT NOT REALY WORK WHEN YOU ENJOY WHAT YOU DOING, AND LOVE MAKING CHIP.
