first lower receiver build have some questions

Pure BS. I know many a folk who have been turned back for one reason or another, only to return later be permitted in. Border security like much of the security we see in our world is mostly for show.

It depends on WHY you are turned back...

A Canadian lower in and of itself is not an issue in theory, but as far as I understand it I believe you have to worry about 922(r) compliance, so it would depend on how many non-US parts are in the rifle. I would suggest contacting the ATF and asking them the exact requirements on importing a Canadian-built AR. I know separately from 922(r) issues they won't approve import of any NFA items (that's where the 16" barrel limit comes from), regardless of country of origin of the rifle or any parts contained therein.

The US specifically has an embargo on anything Norinco. They will not approve Norincos on your Form 6NIA, regardless of whether they are scary or have US parts in them.
 
I was going to use a Motiuk stripped lower built up with a Spikes high end lower parts kit and use that with a US made CMMG upper. I'd like to support a Canadian component builder if I can without losing my ability to take my build south with me. I will contact the ATF at some point but maybe Motiuk knows the answer.
 
BTW 922(r) would apply in general... the make of the lower doesn't really matter. If you slap a bunch of non-US parts on a US made lower, it's the same issue.

922r requires that the firearm contain no more than 10 imported (non American) parts. The Ar should have 15 or 16 parts from the list. An American made magazine counts as 3, the LPK counts as 2 or 3 (not exactly sure), and the upper (including bolt/bcg) would be at least another 3. This means you should definitely be OK.
