Can someone help me with the process of selling a restricted firearm to another lawful gun owner? I have a BNIB AR that I would like to put on the EE.

List it up for sale.
Find buyer, Get money and copy of pal. Call to initiate a transfer. Once complete ship the rifle.

It can get sticky taking it to the post office (ATT) etc.
If I make the sale locally, would I be able to deliver the firearm to the purchaser once all paperwork is completed? (Would the CFO give me an ATT for this?)

If you sell locally have him meet you at a range. Then no att for either of you as long as you both have other restricteds
Can't LEGALLY do that as the restricted no longer belongs to the OP therefore NOT covered by the conditions attached to his PAL. Must get a STATT to take it anywhere.
New owner could go to OPs house to pick it up as their ATT conditions allow them to pick it up from where they bought it be a business, post office OR buddy's house.
Hello I just called the CFO to complete the nice information already provided above.
If you plan to post it: Once the CFO authorized the transfer and confirmed the firearm is no longer under your name, you need to call them back again when ready to ship to get a transport authorization to bring it to the post office.
