First Time Sighting in a Scope; Need Help

I went out to the range today to try out my new Iron Elite scope mount on my Yugo M48. My groupings were great but I am having a major problem with the elevation setting of my scope. I have the elevation cranked up as far as it will go but I am still shooting extremely low. I have to aim as much as 24 inches high to place on the target. If I aim for the bullseye the bullet hits the dirt in front of the target and spits up mud all over. I have had a similar experience when I had a red dot sight mounted on my Vz58. Can someone please help me solve this frustrating problem.

Sounds right to me. Contact the ring manufacturer and see if they have shims for the rings you have.

What type of rings do you have?
 
I dont know the specifics of your mount.. If its a no drill/tap rig - it is likely a one piece base with rings attached. If so, the mount is not aligned correctly - probably due to manufacturing toleraces (of the rifle)
If you can adjust the complete mount,you need to raise the rear. Otherwise, shimming involves placing a shim made of brass sheet somwhere under the mount to correct the mis-alignment. This may or may not be possible, depending on the design of the mount.
