I don't know about the FN P90 situation, I didn't think of it.That would be my interpretation as well.

but my bullpup method does not work on G22.
I've spend some time looking at it,
thinking how to make it legal, but it would be too
complicated and time consuming.
Thepractical solution of my bullpup (the hardware)
works best on 10/22, Rem700, some Sako's, maybe some other guns
and it may (very conditionaly) on Ruger Mini14 (Mini30)
and some others.
I never tried it on M14(305), because of the bulkiness of that gun,
namely the gas system.
My dream is to put it on some .22 bolts or on the Browning model
before the A-bolt (the one with 3 rows of bolt lugs),
if I ever find one in a cartridge more reasonable
than the usual 7RemMag.
Time (like in "time to think") might be an important factor,Not say'n it's impossible... Just that if I had that much machining skill and time, I'd just start from solid steel and make a new firearm, rather than try and alter an existing one.

That part of your post is very interesting.I had thought of making a Norinco M305 into a bullpup. By welding and grinding/machining enough changes into the receiver that the original trigger group would not fit into it anymore, I think that the "can fire with stock removed" clause would not apply anymore.
However, someone else warned me that this would not be allowed.

AFAIK, there was at least one attempt to make a gun (10/22)
with the TG held into the stock.
Unfortunately, if the receiver/barrel were taken out
and a factory TG assembled, the gun was able to fire,
therefore the gun was given the no-go by RCMP.
Now you bring into discussion the very interesting (theoretical) situation
of the said gun that uses a receiver without the TG holes.
I heard quite a few people discussing that.
It can be achieved in a simple way (at least on 10/22's)
since there are some 80% receivers floating around and
they do not have the TG holes drilled.
Basically the same like what you were saying about the
M14 that does not accept the original TG.
Would that solution fly? I don't know.
