After a friendly argument with a retired C.O.I have to find out if I'm legal.I have a Butler Creek folding stock for my 10/22.He says because its a DREADED SEMI-AUTO it is illegal...prohibited? I have one on my shottie but being a centre fire and meeting the required folded length its legal.I dont want to swap stocks on my 10/22 just to measure the overall length(dont want to disturb my zero) Any advice is welcome. Thanks.

P.S. He also said if the stock was pinned OPEN its legal.

he's out to lunch.

Folding stocks are perfectly legal, just as long as when folded, the firearm is a minimum of 26" overall length. It has absolutely nothing to do with the type of action.

Leave the folding stock on your 10/22, fold it, and measure it. If 26" or more, you're good to go.

Rather than relying on the comments expressed here even though learned, why not get the definitive answer off the CFC website.
