Crown Assets Disposal, I think, is required by law to sell the CF's brass for scrap only.

"...still uncrushed spent casings..." Yep. The CF recognised the value of scrap brass long ago. Every CF Unit has to pick up their empties after shooting. Very big deal if they don't too. Opened a range on Borden one time after the OPP TRU team had been there. 9mm brass everywhere. Every one of 'em with lacquered in primers too.
 
Someone once told me (though I have no idea if it's true) that whoever buys the military scrap brass has to provide proof of it's destruction; it can't be used for reloading.
Wouldn't surprise me if that's true, also wouldn't surprise me if it wasn't.
