Why is this not bear shot by lawfull gun owner to protect his dogs the story

Because the makers of the rules in Ontario don't believe that a black bear can be dangerous, although this notion is common in jurisdictions all across the country. Perhaps the victim had a similar notion and was armed with neither a firearm or bear spray. These stories are becoming more common as folks spend more time in bear habitat, so perhaps another point of view will become viable.

Love it when people whose only experience with bears comes at a zoo get to tell folks living in the country how to handle bears.
 
The MNR won't admit any correlation but the number of attacks has increased since they cancelled the spring bear hunt.
