I don't have a neck turner, so what I suggest may not be relevant...
How is the cutter being retained? Is it possible that there is some crud under it that is causing it to sit crooked? Could the base of the cutter be out of square with the rear of the cutter?
If it isn't because of dirt, then I would consider filing down the business end to give it that slight "roof-top" to move the cutting point forward and to provide for clearance behind the cutting point.
