Graintime - Interesting old rifle for sure. The only thing I could find is a reference on Rimfire central. If the post is to be believed, these were made 1935-1939: that example is in 6mm flobert, but they may have been made the Model 27 in different calibers.

I would be surprised if anyone has a list of serial numbers to give a more exact date, but you never know.
 
It's a pre-WWII made Flobert action "garden gun". These were popular in much of Europe at the time. As Lever30 notes they were available in various Flobert calibers. The one in question likely has a smooth bore.

Zella Mehlis was a German district that had many gunmakers before the end of the war. After 1945 many of these moved to escape Soviet occupation.
