Good lord, I would hope so.
The last time I actually tried to do half decent groups was at the range with a thunderstorm rolling in. I'd say a 10 knot cross wind, had to hold over a foot to the right. I was getting just over 4 inch groups at 100 yards, not bad for a wicked cross wind. On a good day, when I do my part, I've had them under 3 inches at 100.
